<p align="left"><strong>Qwest Meets, Boosts Outlook</strong></p>
<p align="left"><strong>Qwest Communications </strong>(<a href="void(0)">Q</a>) continues to invest in building necessary infrastructure to boost network capacity and availability. The company is devoting a major portion of the overall CapEx in expanding its fiber-to-the-node (FTTN) network capacity to increase broadband network performance. FTTN deployments reached over 3 million homes with 500,000 homes added in the quarter.</p>
<p align="left">Through a joint venture with <strong>Alcatel-Lucent </strong>(<a href="void(0)">ALU</a>), Qwest is upgrading its fiber-based network infrastructure to offer top Internet speeds of 100 gigabits per second (Gbps). Recently, the company introduced a new fiber-based Ethernet backhaul wholesale service for wireless operators. We expect these new business opportunities to drive growth moving forward.</p>
<p align="left">However, Qwest remains more challenged than the other regional telephone companies (Baby Bells) in the US such as <strong>AT&#38;T </strong>(<a href="void(0)">T</a>) and <strong>Verizon </strong>(<a href="void(0)">VZ</a>) given the lack of its own wireless and satellite TV services. This has prevented Qwest from achieving meaningful penetration in these lucrative markets.</p>
<p align="left">Qwest&#8217;s transition from a mobile virtual network operator (MVNO) to wireless reseller has resulted in lower wireless revenue. Since 2004, the company has been marketing <strong>Sprint Nextel&#8217;s </strong>(<a href="void(0)">S</a>) wireless products and services under its own brand by operating as an MVNO on Sprint&#8217;s network. However, Qwest will officially terminate this service on Oct. 31, 2009. Nevertheless, the company will continue reselling Verizon&#8217;s products and services (under Verizon brand).</p>

We have a neutral rating on <strong>Ciena Corp.</strong> (<a href="http://www.zacks.com/stock/quote/CIEN">CIEN</a>), as the company's FlexSelect platform has been gaining momentum. It allows carriers to transition networks to carrier grade Ethernet. We believe the acquisition of World Wide Packets will further strengthen its base.
<p>The provider of optical networking equipment, software and services diversified beyond emerging carriers, and now counts the world's largest telecom service providers as its customers, including <strong>Verizon</strong> (<a href="http://www.zacks.com/stock/quote/VZ">VZ</a>), <strong>AT&#38;T</strong> (<a href="http://www.zacks.com/stock/quote/T">T</a>), <strong>BT Group</strong> (<a href="http://www.zacks.com/stock/quote/BT">BT</a>) and <strong>Qwest Communications</strong> (<a href="http://www.zacks.com/stock/quote/Q">Q</a>).</p>
<p>Ciena's cost cutting efforts will trim operating expenses, helping it achieve breakeven results in the coming quarters.</p>
<p>Moreover, the company has a healthy balance sheet with improving cash metrics. The company exited the current quarter with $922.6 million in cash and short-term investments, compared to $917.0 million in the previous quarter. Long-term debt (convertible notes payable) at the end of the quarter remained at $798.0 million.</p>
<p>However, the company's sales cycle is lengthening, as Tier 1 carriers proceed with caution, given the economic uncertainty. Moreover, the telecommunications market is full of competitors, such as <strong>Alcatel-Lucent</strong> (<a href="http://www.zacks.com/stock/quote/ALU">ALU</a>), <strong>Cisco</strong> (<a href="http://www.zacks.com/stock/quote/CSCO">CSCO</a>), <strong>Ericsson</strong> (<a href="http://www.zacks.com/stock/quote/ERIC">ERIC</a>), <strong>Nokia Corp.</strong> (<a href="http://www.zacks.com/stock/quote/NOK">NOK</a>), <strong>Nortel Networks</strong> (<a href="http://www.zacks.com/stock/quote/NT">NT</a>) and <strong>Tellabs</strong> (<a href="http://www.zacks.com/stock/quote/TLAB">TLAB</a>), which are premier companies in the telecommunication space posing a threat to Ciena.</p>
<p>Shares of Ciena, surged 2.5% to $13.53 in after-hours trading yesterday and closed at $13.20, a rise of 3.04%. In our view, the sharp increase in price is due to a recovery in the telecommunications sector.</p>

<p align="justify">&#8226; Medco Health Solutions (NYSE:MHS) reported second quarter earnings of 69 cents, 4 cents ahead of estimates</p>
<p align="justify">&#8226; Qwest Communications (NYSE:Q) reported earnings of 13 cents, 3 pennies above estimates, on in-line revenues of $3.1 billion, that was off 9% from a year ago</p>
<p align="justify">&#8226; Textron (NYSE:TXT) reported second earnings of 8 cents ex-items, 11 cents above Street estimates of a loss as revenues fell 29.1% to $2.61 billion. The firm said it now sees full-year earnings of 33 cents to 63 cents a share, compared with its prior view of 45 cents to 75 cents a share and ahead of consensus estimates of 22 cents</p>
<p align="justify">&#8226; General Dynamics (NYSE:GD) reported earnings of $1.60, topping estimates of $1.57 and upped its guidance for the full year by a nickel to $6.05-$6.15</p>
<p align="justify">&#8226; Sprint Nextel (NYSE:S) reported a second-quarter loss of 13 cents a share, an 11-cent miss, on in-line revenues, down 10%, to $8.1 billion</p>

It may be hard to believe but there are actually several stocks, including closed end funds or CEF's, that sell for less than $5 a share and pay a dividend, with five of the stocks with yields in excess of 6%. <br /><br />All of the following stocks pay quarterly unless otherwise specified. Also, all of the following have market caps above $265 million. Just remember that the yields are based on historical payments, and the dividends can be adjusted or terminated at any time.<br /><br />Zweig Fund ( ZF ) is a CEF with an objective of capital appreciation primarily through investment in equity securities. The stock has a PE of 12. The stock has a yield of 10.4 %.<br /><br />Zweig Total Return Fund ( ZTR ) is a CEF with an objective of capital appreciation and current income, with equity investments in technology, energy, industrials, consumer staples, and financials. The stock has a PE of 13. The stock has a yield of 10.3 %.<br /><br />Dreyfus High Yield Strategies Fund ( DHF ) is a CEF which invests in fixed-income securities which are generally below investment grade credit quality. The stock has a PE of 12. The stock has a yield of 9.1 %.<br /><br />Qwest Communications International ( Q ) is a provider of wireline and wireless voice, data, Internet, and video services. The stock has a PE of 3 , and a PEG of 4.66 . The stock has a yield of 6.8 %.<br /><br />Colonial Bancgroup Inc ( CNB ) is a commercial bank holding company which serves Alabama, Florida, Georgia, Nevada and Texas. The stock has a PE of 5 , and a PEG of 1.21 . The stock has a yield of 6.4 %.<br /><br />United Microelectronics Corp ( UMC ) is a Taiwan based semiconductor manufacturer. It pays dividends annually. The stock has a PE of 19 , and a PEG of 1.8 . The stock has a yield of 3.2 %.<br /><br />Mahanagar Telephone Nigam Ltd. ( MTE ) is an India based provider of fixed line telecommunications services in Delhi and Mumbai. I pays dividends semi-annually. The stock has a PE of 6 , and a PEG of 5.01 . The stock has a yield of 5.6 %.<br /><br />Quest Capital Corp ( QCC ) is a Canadian real estate mortgage financing company. ( UCBH ) is a San Francisco bank holding company which owns United Commercial Bank. The stock has a PE of 5 , and a PEG of 0.67 . Many of these companies provides services to small towns and rural areas. All of the following companies have market caps greater than $400 million, PE ratios less than 40, and PEG ratios less than 9 [for some reason, PEGs are much higher on telecom stocks than other industries], and pay dividends. The huge telecom companies, such as Verizon (VZ) and Sprint Nextel (S) have been excluded from this list.<br /><br />Consolidated Communications Holdings Inc. (CNSL) provides telecommunications services to customers in Illinois, Texas, and Pennsylvania. The stock has a PE of 39 , a PEG of 3.57 , and pays a yield of 10.3% .<br /><br />Citizens Communications Co. (CZN), based in Stamford, Connecticut, provides telecommunications services to small and medium-sized towns and to rural areas. The stock has a PE of 19 , a PEG of 4.54 , and pays a yield of 8.7% .<br /><br />Iowa Telecommunications Services Inc. (IWA) provides telecommunications services to both residential and business customers throughout rural Iowa. The stock has a PE of 24 , a PEG of 6.54 , and pays a yield of 8.4% .<br /><br />Windstream Corporation (WIN) provides local telephone, high speed Internet, long distance, network access, video and wireless to rural communities. The stock has a PE of 7 , a PEG of 4.1 , and pays a yield of 7.6% .<br /><br />Alaska Communications Systems Group Inc. (ALSK) provides wireline and wireless integrated telecommunications services in the state of Alaska. The stock has a PE of 4 , a PEG of 8.55 , and pays a yield of 6.9% .<br /><br />Qwest Communications International Inc. (Q) is a Denver, Colorado based provider of voice, data, Internet, and video services. The stock has a PE of 3 , a PEG of 4.8 , and pays a yield of 6.7% .<br /><br />Embarq Corp. (EQ) is a Kansas based company that provides provides local and long distance voice telephone services, high-speed Internet, satellite video, and wireless services. They have 1.3 million Internet subscribers. The stock has a PE of 10 , a PEG of 4.64 , and pays a yield of 5.8% .<br /><br />NTELOS Holdings Corp. (NTLS) provides wireless and wireline telecommunications products and services to customers in Virginia, West Virginia, and nearby states. The stock has a PE of 38 , a PEG of 1.58 , and pays a yield of 2.9% .<br /><br />Centurytel Inc. (CTL) is a Monroe, Louisiana based provider of local and long distance voice, Internet access, and broadband services.
