Housing Starts, Permits Plunge

Housing prices are still under pressure, despite unprecedented steps by the Federal government and the Federal Reserve to prop up the price of that asset class. Artificial government support is not as durable a way to prop up prices as a better balance between supply and demand would be.

Well, if prices are going down, the last thing you want to see is more new supply on the market. Thus, in the long term, the decline in housing starts is a good thing. If we stop building houses for long enough, then population growth will start to bring the vacancy rate down. On the other hand, as Lord Keynes famously said, “In the long run we are all dead."

One thing is abundantly clear: this report was not good news for the homebuilders like D.R. Horton (DHI) and Pulte (PHM), nor was it encouraging to suppliers to the industry like Owens Corning (OC) or Masco (MAS). It is also bad news for millions of construction workers who are now unemployed.

It is also yet another reason for the Fed to keep interest rates down very low for a very long time. The only reason for the Fed to consider increasing the Fed funds rate would be if we were going to have a very sharp V shaped recovery. With Housing Starts and Permits falling again, that just simply is not going to happen.

EnCana Misses, Profit Tumbles

Revenues were down 64.2% year over year to $3.9 billion. During the quarter, total production was down 7.0% to 4,387 million cubic feet equivalent per day (MMcfe/d), of which 81% was natural gas. Natural gas production decreased roughly 9.3% year-over-year to 3,551 million cubic feet per day (MMcf/d), while oil and natural gas liquids (NGLs) production was up 3.7% to 139 thousand barrels per day (MBbls/d).

EnCana Misses, Profit Tumbles – Analyst Blog

EnCana Corporation (ECA) – a major Canadian oil and gas exploration and production (E&P) company – reported weak third quarter results, hit by lower prices and volumes. Operating earnings per share, excluding hedging and foreign exchange effects, came in at $1.03. This fell short of the Zacks Consensus Estimate of $1.11 and way behind the year-ago profit of $1.92.

Revenues were down 64.2% year over year to $3.9 billion. During the quarter, total production was down 7.0% to 4,387 million cubic feet equivalent per day (MMcfe/d), of which 81% was natural gas. Natural gas production decreased roughly 9.3% year-over-year to 3,551 million cubic feet per day (MMcf/d), while oil and natural gas liquids (NGLs) production was up 3.7% to 139 thousand barrels per day (MBbls/d).

Key Resource Plays

Production of natural gas from key resource plays was down approximately 6.5% year-over-year to 3,410 MMcfe/d, primarily due to a 9.8% fall in natural gas production (from 3,244 MMcf/d in the third quarter of 2008 to 2,927 MMcf/d). Gas volumes suffered from the decision to shut in some wells, restrict productive capacity and delay some well completions or tie-ins to sales pipelines because of lower natural gas prices.

However, oil production increased 20.9% to 81 MBbls/d, driven by a significant gain (approximately 44.4%) in Foster Creek. EnCana continues to see improved operational performance and strong initial production rates from its Haynesville shale gas play and Horn River basin. Year-to-date, the company has drilled 37 and 47 wells, respectively, in these two plays.

Integrated Business

The company’s integrated oil business generated impressive operating cash flows of $266 million, as production at Foster Creek and Christina Lake was up 40.6% to 45 MBbls/d. Despite this, upstream operating cash flow was down 1.6% to $180 million on the back of lower commodity prices. Realized natural gas prices during the quarter were down approximately 7.9% year-over-year to $7.31 per Mcf, while realized liquids prices were down 36.9% from the year-ago level to $57.39 per barrel.

Cash Flows & Drilling Statistics

EnCana generated cash flows from operations of $2.1 billion or $2.77 per share. EnCana drilled 292 net wells during the quarter, compared to 730 wells in the prior-year period.

Capital Spending & Balance Sheet

The company’s capital investments during the quarter were $1.3 billion (excluding acquisitions and divestitures). At the end of the quarter, EnCana had cash on hand of $1.4 billion and long-term debt of $8.2 billion, representing a debt-to-capitalization ratio of 24.7%.

Guidance

The company said that it expects full-year 2009 production to be approximately 4,465 MMcfe/d, while capital spending is likely to be $5.8 billion.

Greatbatch, Inc. (GB) reported third quarter fiscal 2009 earnings per share of 32 cents, lower than the Zacks Consensus Estimate of 38 cents and the year-ago earnings of 44 cents.

Sales
Total sales in the reported quarter declined 11% year over year to $121.5 million. Excluding CRM/Neuromodulation, negative sales growth was witnessed across all business segments.

CRM/Neuromodulation revenues increased 5% year over year to $74.1 million. Growth can be attributed to higher demand for medical batteries due to increased market growth of these products. This was partly offset by lower capacitor sales as a result of inventory adjustments made by Original Equipment Manufacturer (OEM) customers during the quarter.

Orthopaedic revenues declined 39% year over year to $23.2 million. The decline was due to lower spending on elective procedures and the clients’ tight inventory management owing to the global economic recession.

Electrochem sales declined 16% year over year to $15.8 million. This was due to a slowdown in the Energy and Portable Medical markets that resulted in customers lowering their inventory levels and deferring projects.

Vascular Access sales declined 5% year over year to $8.4 million. Inventory adjustments by customers resulted in lower introducer sales in this category.

Margins
Gross margin in the reported quarter increased 160 basis points (bps) year over year to 32.2%. Growth was driven by the greater percentage of higher margin CRM/Neuromodulation products in the product-mix and the positive impact of consolidation initiatives completed over the past year.

Selling, general and administrative expenses as a percentage of sales increased 150 bps year over year to 13.0%. Research, development and engineering expenses as a percentage of sales increased 300 bps year over year to 8.0%. The increase was due to the company’s strategic decision to develop new technologies for long-term growth.

Greatbatch incurred $34.5 million litigation charges for the Electrochem lawsuit in the reported quarter. Excluding this and other one-time charges, adjusted operating margin declined 300 bps year over year to 11.2%.

Balance Sheet and Cash Flow
Greatbatch ended the quarter with cash and cash equivalents of $29.5 million, an increase of roughly 34% in the first nine months of the year. Cash flow from operations was approximately $29 million.

Guidance
Greatbatch has provided guidance for fiscal 2009. For the full year, revenues are expected between $520 and $535 million. Adjusted operating margin should range between 11.0% and 13.0%.

Greatbatch, Inc., headquartered in Clarence, NY, is a leading producer and supplier of batteries, capacitors, and components used in implantable medical devices. Weak volumes and prices drive losses

United States Steel Corporation (X) recorded its third sequential loss -- $3.03 billion or $2.11 per share in the third quarter of 2009 in contrast to a net income of $9.19 billion or $7.79 per share in the third quarter of 2008. However, losses narrowed sequentially and were lower than the Zacks Consensus Estimate of a loss of $2.91.

On a year-over-year basis, revenues were down 61% to $2.82 billion, driven by a 35% year-over-year decline in total steel shipments to 4.2 million tons. However, shipments increased 41% quarter on quarter. The company saw lower year-over-year volumes and prices across all major segments on the back of a slump in the economy.

Additionally, increasing competition from China and weak demand in major markets, especially Europe, which resulted in lower capacity utilization have impacted results. Two of the company’s major business segments reported losses. However, the losses were smaller sequentially at its European operations and North American Flat-rolled business.

Flat-rolled

During the quarter, Flat-rolled shipments declined 40% year over year to 2.7 billion tons, and average prices fell 33% to $605 per ton. The segment reported operating loss of $370 million in contrast to an operating income of $846 million in the same quarter of the previous year. Operating losses in the quarter included costs associated with idled facilities.

Sequentially, operating losses remained almost flat, reflecting improved operating efficiencies, higher shipments and lower inventory write-downs. Selling prices declined 11% from $677 per ton while volumes increased about 50%. Raw steel capability utilization for the quarter increased to 58% from 32% in the second quarter, reflecting steelmaking facility resumptions at the Granite City Works, Great Lakes Works and Hamilton Works.

US Steel Europe

On a year-over-year basis, shipments declined 8.5% to 1.3 billion tons while average prices were down 43% to $615 per ton. The segment posted modest operating income of $7 million compared with operating income of $173 million in the year ago period on lower raw material and energy costs and improved operating efficiencies. However, results of the segment improved significantly when compared sequentially due to lower improved selling prices, raw material costs, sales of emissions allowances and lower inventory write-downs.

Quarter on quarter, prices improved 22% from $602 per ton. Raw steel capability utilization for the quarter increased to 82% from 57% in the second quarter of 2009. The company restarted its third blast furnace at its subsidiary, U.S. Steel Kosice (USSK) in early September and operated both blast furnaces at U.S. Steel Serbia for most of the reported quarter.

Tubular Products

Shipments of Tubular Products were down 71% to 151 million tons and averaged realized prices were down 38% to $1,474 per ton. Operating losses amounted to $21 million compared with operating income of $420 million in the same quarter of the previous year. Results of the segment reflected the impact of lower oil and gas exploration and production activity, high inventory levels and the surge of Chinese products. However, reported losses narrowed from $88 million on a 64% rise in shipments from 92 million tons reported in the previous quarter.

Guidance

U.S. Steel expects results to improve in the fourth quarter of 2009 driven by expected increased demand for Flat-rolled products in North America, on the back of higher demand from the end user automotive industry and continued strength in tin mill markets. However, the company is expecting operating losses in the fourth quarter on lower operating rates and idled facility carrying costs for both Flat-rolled and Tubular segments.

The company also stated that demand in Flat-rolled and U.S. Steel Europe have decreased from the reported quarter due to seasonal slowdowns. In order to adjust production to meet customer order rates, the company expects to idle the 14 blast furnaces at its Gary Works for maintenance, as well as one of two furnaces at Granite City Works. As a result, fourth quarter raw steel capability utilization rates are expected to be in line with the latest quarter levels.

Earlier this week, Chevron Corp. (CVX) – the second-biggest U.S. oil company – announced the discovery of a new offshore natural gas site (Achilles-1) in Western Australia ’s Carnarvon Basin . The discovery builds on the integrated energy giant’s leading position in this hydrocarbon-rich area and follows the Clio-2 and the Kentish Knock-1 finds in August.

Drilled to a total depth of 4,500 meters, the Achilles-1 well encountered 100 meters of net gas pay. The find is situated in the WA-374-P permit area (in the Greater Gorgon region), 160 kilometers off the coast of northwest Australia . Chevron Australia has a 50% operated interest in the prospect, with the other partners being ExxonMobil Corp. (XOM) and Royal Dutch Shell PLC (RDS.A).

We believe that the latest exploration success will boost Chevron’s growth prospects in Australia by adding to its already significant gas interests in the country (through majority holdings in the Gorgon and Wheatstone natural gas developments).

In particular, the drilling success at the Achilles-1 exploration well is expected to support an expansion of the Chevron-operated A$43 billion ($37 billion) Gorgon liquefied natural gas (LNG) project, which recently got the final go-ahead following the receipt of the necessary government approvals.

The Gorgon gas fields, off the coast of Western Australia , are estimated to contain 40 trillion cubic feet of gas deposits and have an expected economic life of at least 40 years from the time of start-up. Chevron said that the venture will have an annual capacity to produce 15 million tons of LNG, with the first shipment expected in 2014. The Gorgon joint venture partners (Chevron, ExxonMobil, and Royal Dutch Shell) have already entered into multiple deals to sell LNG from the project to China , India , Japan and South Korea .

As of now, the Gorgon project comprises three production trains and a gas plant, to be built in Barrow Island nature reserve. Within the next 12-18 months, the three partners are expected to take a call on expanding the number of trains to five.

San Ramon, California-based Chevron is one of the largest publicly traded oil and gas company in the world, based on proved reserves. It is engaged in oil and gas exploration and production, refining and marketing of petroleum products, manufacturing of chemicals and other energy-related businesses.

Enbridge Signs GoM Pipeline Deal – Analyst Blog

Calgary-based Enbridge Inc. (ENB) recently announced that it reached an agreement with subsidiaries of U.S. oil major Chevron Corp. (CVX), Norway’s StatoilHydro ASA (STO) and Japan’s Marubeni Corp. to construct and operate a 40-mile, 20-inch oil pipeline from the proposed Big Foot ultra deepwater development in the Gulf of Mexico.

The planned conduit is estimated to cost approximately $250 million and will transport about 100,000 barrels of oil per day to a subsea connection on existing deepwater pipeline infrastructure. It will be located approximately 170 miles south of the Louisiana coast and reach depths of up to 5,900 feet below water.

The proposed Big Foot pipeline will complement Enbridge’s previously announced plans to build the Walker Ridge offshore natural gas pipeline in the area for $500 million. Thus the company has committed a total of $750 million in pipelines to service oil and gas exploration from the Gulf. Enbridge said that the equity component of the projects will be financed through internally generated cash flow and surplus balance-sheet equity.

We believe the Big Foot deal will further strengthen Enbridge’s position as the leading pipeline services provider in the deepwater Gulf of Mexico region, which has substantial production growth potential. Together with the Walker Ridge development, this will also ensure the extension of the company’s 10 percent-plus average growth rate well beyond 2013.

Comstock’s Positive Update – Analyst Blog

Yesterday, oil and natural gas firm Comstock Resources Inc. (CRK) provided an operational update about its recently completed third quarter.

Average production was up 9% sequentially to about 184 million cubic feet equivalent per day (MMcfe/d), reflecting the success of Comstock’s enhanced onshore drilling programs. The company drilled a total of 9 wells during the quarter, with a 100% success rate.

This year, Comstock’s drilling programs are focused on developing its Haynesville shale properties in East Texas and North Louisiana . As part of that effort, the company drilled 7 successful wells in DeSoto Parish , North Louisiana during the third quarter (3 wells are in Toledo Bend North field, 3 in the Logansport field and one is in the Mansfield field), which had an average per well initial production rate of approximately 15.6 MMcfe/d. These results were up 23% from the 7 wells that were reported with the second quarter results. Comstock is currently drilling 6 operated horizontal Haynesville Shale wells.

The company plans to report its third quarter financial results on November 2, 2009.

In a separate development, Comstock announced yesterday that it plans to offer $200 million principal amount of senior notes due 2017. The company intends to use the proceeds from the offering to pay back debt under its bank credit facility and for other general corporate purposes.

Texas-based BJ Services Company (BJS) on Monday unveiled the world’s largest high-performance stimulation vessel (Blue Dolphin) in deepwater Gulf of Mexico (GoM). The vessel is custom-designed to provide 20,000 psi (pound per square inch) working pressure via multiple Coflexip reeled flexible umbilical lines and is meant for oil and gas wells in the Lower Tertiary and other Gulf of Mexico formations.

The well completion in the GoM has become difficult with the exploration and development of deep formations in water depths beyond 5,000 feet. The vessel is specifically designed to meet a variety of complex completion activities.

High-pressure capabilities and large crew accommodations enable the vessel to carry on nonstop operations in multiwell locations. BJ Services provides pressure pumping and other oilfield services to oil and gas exploration and production companies all over the world.

Pressure pumping comprises cementing and stimulation services used during the completion of new wells along with the restoration and repair of existing wells. The company also provides tubular services, inspections of pipe connections and specialty chemical treatments.

In the long term, we believe the market will become more oriented to natural gas than at present, offering great stimulation opportunities. We foresee reasonable growth opportunities for the company in its International Pressure Pumping business and in its overall cementing business.

Dejour is a development-stage oil and gas exploration company active in the British Columbia Peace River Arch play, the Colorado Piceance Basin and other North American locations. The company now has a prime opportunity in the Piceance Basin, where its 2,200-acre (72% working interest) position at Gibson Gulch, though undeveloped, is surrounded by a parcel of 8,000 net acres including developed and undeveloped properties that, in information made public in August 2009, will change hands for approximately $258 million.

Cimarex Energy Co. (XEC) has a very bullish 120% earnings growth projection in the next-year period as energy prices trend higher on renewed economic optimism.

Company Description

Cimarex Energy Co. is an independent oil and gas exploration and production company. The company has interests in oil fields primarily in Oklahoma, the Texas panhandle and southwest Kansas. Cimarex was founded in 2002 and has a market cap of $3.52 billion.

Shares of XEC have been trending higher since early March on the heels of an economic recovery and higher energy prices. The company's Q2 results, reported on August 6, were down from last year but still ahead of expectations.

Second-Quarter Results

Revenue was down 64% from last year to $213.4 million. But earnings came in 7 cents ahead of the Zacks Consensus Estimate at 46 cents per share. The company said that the sharp decline in its sales was almost exclusively due to lower gas and oil prices.

Estimates Rising

With energy prices on the upswing, estimates have followed suit. The current-year estimate is up 57 cents in the last 90 days to $1.96 per share. The next-year estimate is very bullish, pegged at $4.32, a 120% growth projection.

The Chart

Shares of XEC have been posting big gains over the last 6 months after bottoming out just above $15 in early March. Shares are currently trading above $44 and in position to challenge the 52-week high $49.16. Take a look at the chart below.

Yesterday, U.S. oil major Chevron Corp. (CVX) and its partners announced the final investment decision on the massive Gorgon liquefied natural gas (LNG) venture in Australia following the receipt of the necessary government approvals. The company said that its Australian subsidiary will proceed with the construction of the project later this year.

Chevron holds a 50% operated interest in the A$43 billion ($37 billion) project, with the other partners being ExxonMobil Corp. (XOM) and Royal Dutch Shell PLC (RDS.A). The Gorgon gas fields, off the coast of Western Australia, are estimated to contain 40 trillion cubic feet of gas deposits and have an expected economic life of at least 40 years from the time of start-up. Chevron said that the venture will have an annual capacity to produce 15 million tons of LNG, with the first shipment expected in 2014.

The Gorgon project will comprise three production trains and a gas plant, to be built on the environmentally sensitive Barrow Island nature reserve. Australian government’s approval to the venture is subject to conditions on managing and protecting local fauna, especially the endangered flatback turtle. Gorgon is also a milestone in terms of being the world's largest carbon sequestration project. Chevron will shell out A$2 billion to bury 40% of Gorgon's greenhouse gas emissions (or 3.4 million tons per annum) by injecting the gas into a reservoir 2 km (1.2 miles) below the Barrow Island.

Last week, Chevron entered into multiple deals worth A$70 billion ($60 billion) to sell nearly 3 million tons of LNG from the project to Japan and South Korea. The company expects further sales of Gorgon LNG in the coming months. ExxonMobil and Royal Dutch Shell have already signed deals to sell much of their share of Gorgon production to Asian importers, including PetroChina Co. Ltd. (PTR).

We believe that the Gorgon go-ahead decision will significantly boost Chevron's long-term growth prospects in the fast-growing LNG market. Also, the business environment for LNG continues to remain robust, with demand likely to grow at around 8-10% annually over the next few years in all major markets. The Gorgon project provides Chevron and its partners an attractive strategic position for serving the fast-growing economies of China and India, plus other Asian countries.

San Ramon, California-based Chevron is the fourth-largest publicly traded oil and gas company in the world, based on proved reserves. It is engaged in oil and gas exploration and production, refining and marketing of petroleum products, manufacturing of chemicals and other energy-related businesses.

Chevron Corp. (CVX), the second-biggest U.S. energy company, gained approval from the Australian environment ministry to start its Gorgon liquefied natural gas (LNG) venture on the Barrow Island nature reserve. The decision is subject to conditions on managing and protecting local fauna, especially the endangered flatback turtle.

Chevron holds a 50% operated interest in the $42 billion project, with the other partners being ExxonMobil Corp. (XOM) and Royal Dutch Shell PLC (RDS.A). The government approval to Australia's single largest natural resources project paves the way for a final investment decision by the Gorgon joint venture participants, once they get the nod for production licenses and construction plans.

The Gorgon gas fields, off the coast of Western Australia, are estimated to contain 40 trillion cubic feet of gas deposits and have an expected economic life of at least 40 years from the time of start-up. Chevron said that the venture will have an annual capacity to produce 15 million tons of LNG, with the first shipment expected in 2014.

The Gorgon development is expected to provide huge quantities of liquefied gas for export to China and other Asian nations. ExxonMobil and Royal Dutch Shell have already signed deals to sell much of their share of Gorgon production to Asian importers, including PetroChina Co. Ltd. (PTR).

We believe that the Gorgon approval will significantly boost Chevron's long-term growth prospects in the fast-growing LNG market. Also, the business environment for LNG continues to remain robust, with demand likely to grow at around 8-10% annually over the next few years in all major markets.

Petroleo Brasilerio, also known as Petrobras (PBR), found light crude in reserves situated in the Campos Basin off the coast of the state of Rio de Janeiro. The discovery was made by drilling well 1-BRSA-713-RJS (1-RJS-661) in Exploratory Concession BM-C-36 (block C-M-401). This block is exclusively operated by Petrobras.

Preliminary analysis indicates that the Campos Basin has recoverable volumes of 280 million barrels of light oil. Geologically similar reservoirs had already been identified in the Santos Basin by drilling two wells in the Marlin Sul field. On July 27, China’s state-controlled oil company China National Offshore Oil Corp. Ltd., also known as CNOOC Ltd. (CEO), announced the discovery of a new oil and gas find in Jinzhou, in East China’s Bohai Bay.

Drilled to a total depth of 3,720 meters, the discovery well JZ 20-2N-1 was tested to flow at an average rate of 1,900 barrels of oil and 3,450 thousand cubic feet of natural gas per day. The company added that it is currently appraising the oilfield to determine the scale of reserves and its commercial viability.

The latest discovery further demonstrates CNOOC’s effective and well-rewarded exploration activities in the hydrocarbon-rich Bohai Bay. Since 2008, the company has made several notable oil and gas discoveries in the area.

Sentiment Slips

The University of Michigan Consumer Sentiment index slipped to 66.0 in July from 70.8 in June, but was revised up from its preliminary reading of 64.6. The reading was slightly better than expected.

The index has two major components: the expectations about how the economy will look in the future, and the state of the economy currently. Relative to June, both sides fell fairly sharply, but remain well above the lows seen last winter. Consumers' perceptions about the future dropped to a reading of 63.2 from 69.2 in June, and are almost back to the 63.1 reading in April (but that was a huge improvement over March's reading of 53.5).

This is not good for more discretionary parts of the economy. Mid-range retailers like Macy's (M) and J.C. Penny (JCP) would seem to me to be particularly vulnerable as the carriage trade caters to those that have money to spare, regardless of the state of the economy. Discounters like Family Dollar (FDO) and Big Lots (BIG) can benefit from former J.C. Penny customers trading down in a tough economy. However, it is not something to put a lot of weight on.

EnCana Beats Estimates in Second Quarter

During the quarter, total production was 4.60 billion cubic feet equivalent per day (Bcfe/d), of which 82% was natural gas. Natural gas production decreased nearly 1% year-over-year to 3.79 Bcf/d, while oil and natural gas liquids (NGLs) production was up 6% to 136 thousand barrels per day (MBbls/d).

EnCana Beats Estimates in Second Quarter – Analyst Blog

EnCana Corporation (ECA), a major Canadian oil and gas exploration and production (E&P) company, reported its second quarter results yesterday. The company’s operating earnings per share was $1.22, well above our estimates of $0.80 and consensus estimate of $0.97. However, on a year-over-year basis, earnings fell 38% as oil and gas prices sank.

During the quarter, total production was 4.60 billion cubic feet equivalent per day (Bcfe/d), of which 82% was natural gas. Natural gas production decreased nearly 1% year-over-year to 3.79 Bcf/d, while oil and natural gas liquids (NGLs) production was up 6% to 136 thousand barrels per day (MBbls/d).

EnCana’s key resource play oil and gas production increased 1% year-over-year to 3.56 Bcfe/d. Oil production in the resource play increased 27% year-over-year but natural gas production grew only 1%. The impressive oil production was mainly driven by Foster Creek and Christina Lake. Operating cash flow for Foster Creek and Christina Lake increased 11% year-over-year to $139 million.

EnCana continues to see improved operational performance and strong initial production rates from its Haynesville shale gas play and Horn River basin. Year-to-date, the company drilled 25 and 32 wells, respectively, in these two plays.

Realized natural gas prices during the quarter were down approximately 18% year-over-year to $6.99 per thousand cubic feet. Realized liquids prices were down 44% from the year-ago level to $50.23 per barrel.

EnCana generated a cash flow of $2.2 billion or $2.87 per share from operations. The company’s capital investments during the quarter were $1.1 billion (excluding acquisitions and divestitures). The company drilled 216 net wells, compared to 883 net wells in the first quarter and 409 net wells in the prior-year period. At the end of the quarter, EnCana had cash on hand of $330 million and long-term debt of $8.94 billion, representing a debt-to-capitalization ratio of 26.9%.

EnCana has provided its 2009 guidance for total natural gas, oil, and NGLs production to a range of 4.4 to 4.8 Bcfe/d. The company has revised its capital budget for 2009 downward to a range of $5.5 billion to $6.0 billion from the previous guidance of $6.1 billion.

EnCana recently sold non-core properties for $632 million, in line with the company’s strategic shift to exclusively focus on unconventional resources. Its significant exposure to Horn River and Haynesville shale plays add two highly prospective natural gas assets to the company’s deep portfolio of unconventional resources.

Our continued favorable view of EnCana shares reflects the company’s balanced portfolio of resource plays, disciplined approach to capital investments, ability to generating significant free cash flows, low-cost operating structure, and solid balance sheet. As such, we reiterate our Buy recommendation.

New York City-based Hess Corporation (HES), previously known as Amerada Hess Corporation (AHC), is an integrated oil company engaged in oil and gas exploration, production (E&P) and refining as well as marketing. As of year-end 2007, the company's proved reserves tally stood at 1.33 billion oil-equivalent barrels, of which approximately two-thirds consisted of crude oil/liquids.

Hess has slashed its 2009 capital budget in response to the pullback in crude oil prices and credit market turmoil, essentially bringing its outlays inline with projected internal cash flows. The company plans to spend $3.2 billion next year, down from the roughly $5 billion budgeted for 2008.

We consider the move as prudent given the macro backdrop. While we continue to see upstream momentum at Hess on the back of the company's large inventory of exploration and development projects, our Hold recommendation remains unchanged at this stage.

CNA Financial is the 14th largest property-casualty insurer in the U.S., providing standard commercial lines, specialty lines (specialty property-casualty, professional and financial), surety, marine, and other property and casualty coverage as well as life, and group insurance coverage. CNA is 90.0% owned by Loews. This insurance provider contributed 55.5% of the $18.4 billion of the 2007 revenues reported by Loews.

Diamond Offshore owns and operates 45 offshore drilling rigs on a contract basis for oil and gas exploration and production companies. Loews currently owns a 50.4% stake in DO, which accounted for 14.2% of the company s 2007 revenues.

Boardwalk approximately 74.0% owned by Loews, is engaged through its subsidiaries in the operation of interstate natural gas pipeline systems. The company derived 3.7% of its 2007 revenues from these operations.

CNOOC, Ltd. (CEO) is one of the three oil companies in China and one of the largest independent oil and gas exploration and production companies of the world. It is China's dominant producer of offshore crude oil and natural gas.

We are maintaining our Buy recommendation on CNOOC ADRs following the company's strong first half 2008 operational results. Net income surged 89%, driven by higher oil prices and volume growth. Volumes were up 8.3% in the first half of the year, with full-year growth expected to exceed that level.

The company's capital budget this year is essentially flat from the year-earlier level. Our continued favorable view of CNOOC, Ltd. ADRs reflects the company's positive production-growth profile, exclusivity in the offshore China region, and LNG investments.
