<p align="left"><strong>Cisco Systems&#8217; </strong>(<a href="http://www.zacks.com/stock/quote/CSCO">CSCO</a>) fourth quarter results were a significant improvement over prior quarters, with both revenue and earnings growing sequentially.</p>
<p align="left">Of particular note is the growth in orders, which indicates a bottom for CSCO. Improving operating performance, solid financials, a sound restructuring policy and new growth initiatives are the drivers behind our Outperform rating.</p>
<p align="left">However, we caution investors about the increasing competition, market share losses, complicated decision making process and integration risks.</p>
<p align="left"><a href="http://www.zacks.com/newsroom/commentary/index.php?type_id=7">Bear of the Day</a>:</p>
<p align="left">Our Underperform recommendation on <strong>Sunoco </strong>(<a href="http://www.zacks.com/stock/quote/SUN">SUN</a>) shares takes into account the bearish refining margin outlook. A growing supply overhang in the face of a recession-induced fall in global oil product demand has led to a squeeze in refiners profits.</p>
<p align="left">Sunoco's lack of geographic diversification and refining flexibility has also become a major liability, in our view. Weighed down by these factors, the company posted a second-quarter 2009 loss.</p>
<p align="left">Overall, we see a fairly unfavorable macro backdrop for independent refiners like Sunoco. We believe this will cause its shares to underperform relative to the market as well as the sector in the coming quarters.</p>

<p align="left"><em>Chevy Volt: Power Mileage</em></p>
<p align="left">he Environmental Protection Agency (EPA) has not yet confirmed the GM&#8217;s claim regarding fuel efficiency. The EPA, which is under-equipped to measure the fuel efficiency of such advanced vehicles, is working with the Society of Automotive Engineers and state and federal officials to develop appropriate testing procedures.</p>
<p align="left">Competition in the electric car market has grown stiff, with the automakers struggling hard to offer eyebrow-raising vehicles such as Volt. Tesla has a 224 mpg rated car Roadster with an expensive $100,000-plus price tag.</p>

It has recently come to light that <strong>Toyota </strong>(<a href="http://www.zacks.com/stock/quote/tm">TM</a>) is building up a number of patents protecting its fuel-saving technologies that would ultimately help it in evading competition. This would also double up as a revenue-making channel for the company by licensing the patents to other automakers.<br />
<strong><br />
Ford</strong> (<a href="http://www.zacks.com/stock/quote/f">F</a>) and <strong>Nissan</strong> (<a href="http://www.zacks.com/stock/quote/nsany">NSANY</a>) have already sought licensing from the company to manufacture their hybrids, Escape and Altima, respectively.<br />
<br />
A recent study of intellectual property for hybrid vehicles has revealed that Toyota has more than 2,000 patents. About half of these are occupied by the company&#8217;s best-selling hybrid, Prius. Toyota plans to incorporate its hybrid system in all of its vehicles by 2020.<br />
<br />
Nevertheless, however hard Toyota tries to evade competition, its rivals have already sought out alternatives that could deal a blow to the company. <strong>Honda</strong> (<a href="http://www.zacks.com/stock/quote/hmc">HMC</a>) built a hybrid vehicle, Insight &#8211; akin to Prius &#8211; which the company stated will not conflict with Toyota&#8217;s patents.<br />
<br />
Prius 2010 clocks 51 miles per gallon (mpg) in the city and 48 mpg on the highway, while Insight logs 40 mpg city and 43 mpg highway. Nissan, on the other hand, is concentrating on developing an electric car debuting in 2010.<br />
<br />
U.S. automakers are focusing on plug-in hybrids to meet the fuel economy standard of 35 mpg for vehicles by 2016. For example, Ford is building its battery-powered commercial van for introduction in 2010 and <strong>General Motors</strong> (<a href="http://www.zacks.com/stock/quote/gmgmq">GMGMQ</a>) is gunning its Volt for 2012.<br />

Moreover, President Obama announced its goal to have 1 million plug-in hybrids on the roads by 2015. He has already asked Congress to increase spending for Environmental Protection Agency (EPA) by 34% to take care of the implementation process.<br />
<br />
The U.S. automakers are now strengthening ties with electric utilities in order to supply electric powered vehicles to the U.S. consumers. However, utility companies are required to upgrade their infrastructure including power grid development to cater to the new technologies demanded by plug-ins.<br />

<p>So writes an Econbrowser <a href="http://www.econbrowser.com/archives/2009/06/update_on_us_ex.html#comments">reader</a>. Well, anything can happen, but that is not the outcome I predict. Nor the CBO, EPA, and other informed analysts.</p>

<p>From the <a href="http://www.cbo.gov/ftpdocs/103xx/doc10327/06-19-CapAndTradeCosts.pdf">CBO</a>:</p>
<blockquote><p>The incidence of the gains and losses associated with the cap-and-trade program
in H.R. 2454 would vary from year to year because the distribution of the
allowance value would change over the life of the program. In the initial years of
the program, the bulk of allowances would be distributed at no cost to various
entities that would be affected by the constraint on emissions. Most of those free
allocations would be phased out over time, and by 2035, roughly 70 percent of the
allowances would be sold by the federal government, with a large share of
revenues returned to households on a per capita basis. This analysis focuses on the
effect of the legislation in the year 2020, a point at which the cap would have
been in effect for eight years (giving the economy time to adjust) and at which the
allocation of allowances would be representative of the situation prior to the
phase-down of free allowances. The incidence of gains and losses would be
considerably different once the free allocation of allowances had mostly ended.
Although the analysis examines the effects of the bill as it would apply in 2020,
those effects are described in the context of the current economy --that is, the
costs that would result if the policies set for 2020 were in effect in 2010.
</p><p>
On that basis, the Congressional Budget Office (CBO) estimates that the net
annual economywide cost of the cap-and-trade program in 2020 would be
$22 billion -- or about $175 per household. That figure includes the cost of
restructuring the production and use of energy and of payments made to foreign
entities under the program, but it does not include the economic benefits and other
benefits of the reduction in GHG emissions and the associated slowing of climate
change. CBO could not determine the incidence of certain pieces (including both
costs and benefits) that represent, on net, about 8 percent of the total. For the
remaining portion of the net cost, households in the lowest income quintile would
see an average net benefit of about $40 in 2020, while households in the highest
income quintile would see a net cost of $245. Added costs for households in the
second lowest quintile would be about $40 that year; in the middle quintile, about
$235; and in the fourth quintile, about $340. Overall net costs would average 0.2
percent of households' after-tax income.

<p>The cap &#38; trade policy has a relatively modest impact on U.S. consumers assuming the bulk of revenues from the program are returned to households.</p>
<ul><li>Average household consumption is reduced by 0.03-0.08% in 2015 and 0.10-0.11% in 2020 and 0.31-0.30% in 2030, relative to the no policy case.
</li><li>
Average household consumption will increase by 8-10% between 2010 and 2015 and 15-19% between 2010 and 2020 in the H.R. 2454 scenario.
</li><li>
In comparison to the baseline, the 5 and 10 year average household consumption growth under the policy is only 0.1 percentage points lower for 2015 and 2020.
</li><li>
Average annual household consumption is estimated to decline by $80 to $111 dollars per year* relative to the no policy case. This represents 0.1 to 0.2 percent of household consumption.
</li><li>
These costs include the effects of higher energy prices, price changes for other goods and services, impacts on wages and returns to capital. Cost estimates also reflect the value of some of the emissions allowances returned to households, which offsets much of the cap and trade program’s effect on household consumption. The cost estimates do not account for the benefits of avoiding the effects of climate change.
</li><li>
A policy that failed to return revenues from the program to consumers would lead to substantially larger losses in consumption.
</li></ul>
<p>While this analysis contains a set of scenarios that cover some of the important uncertainties when modeling the economic impacts of a comprehensive climate policy, there are still remaining uncertainties that could significantly affect the results.</p>

<p>Of course, this tabulation only includes the costs. In order to do a benefit-cost analysis, one would need to know the benefits of avoiding global climate change associated with green house gas emissions. CBO has its recent analysis <a href="http://www.cbo.gov/ftpdocs/101xx/doc10107/Frontmatter.1.3.shtml"><i>Potential Impacts of 
Climate Change in the United States</i> (May 2009)</a>.</p>

<blockquote><p>Despite the wide range of projected impacts of climate change over the course of the 21st century, published esti­mates of the economic costs of direct impacts in the United States tend to be modest.110 Most of the economy involves activities that are not likely to be directly affected by changes in climate. Moreover, researchers generally expect the U.S. economy to grow dramatically over the coming century, mainly in sectors (such as information technology and medical care) that are relatively insulated from climate effects. Damages are therefore likely to be a smaller share of the future economy than they would be if they occurred today. As a consequence, a relatively pessi­mistic estimate for the loss in projected real (inflation-adjusted) U.S. gross domestic product is about 3 percent for warming of about 7 degrees F by 2100. 111 
</p><p>
However, such estimates tend to mask larger losses in subsectors of the economy. Some sectors in certain regions are likely to bear sizable costs requiring significant adjustments and adaptations, and a few sectors in a few regions may be eliminated altogether. Even at the low end of the projected range of warming, for example, changing winter conditions would cut the Western ski season by up to four months and would virtually eliminate the Eastern snowmobiling season.112 
</p><p>...</p><p>The most comprehensive published study includes estimates of nonmarket damages as well as costs arising from the risk of catastrophic outcomes associated with about 11 degrees F of warming by 2100. That study projects a loss equivalent to about 5 percent of U.S. output and, with substantially larger losses in a number of other countries, a loss of about 10 percent of global output.116</p></blockquote>

<p>The state of Texas recently filed a lawsuit against <b>Cemex</b> (<a href="http://www.zacks.com/stock/quote/cx">CX</a>) for $558 million in royalty payments the Mexican cement maker owed in the United States. Texas Land Commissioner Jerry Patterson alleged that the company had been mining a quarry near El Paso without paying royalties to the state's Permanent School Fund that owns the site. CX defended itself by saying that raw materials like aggregates, limestone and other rocks were not subject to royalties. </p>
<p align="left">Although the suit is not legally correct and lacks merit, it is a matter of concern for the debt-ridden company. Cemex had drawn big short-term loans to buy Australia's Rinker in 2007 just before the U.S. housing crisis and the subsequent global financial disaster. It needs to repay $4.1 billion of debt by the end of the year and the remaining amount in 2010 and 2011. It is refinancing $14.5 billion in debt to stay afloat. </p>
<p align="left">Currently, the whole industry faces a bleak future. Cemex, which competes with France's Lafarge and Switzerland's Holcim, is in a particularly vulnerable position after losing its profitable Venezuelan operations when socialist President Hugo Chavez ordered the nationalization of its assets in 2008. </p>
<p align="left">The cement industry in U.S. on the whole is in a perilous state. Advocates of the cement industry in the country and environmentalists are facing off in hearings this week as federal regulators call for comment on new rules to limit mercury emissions from energy-intensive kilns that form core of the cement business. If approved, the restrictions would be effective from 2013. </p>
<p align="left">The Portland Cement Association contends that the regulations proposed by the Environmental Protection Agency (EPA) would weaken the industry as operating costs would rise by $340 million and lead to a 10% reduction in domestic production. </p>
<p align="left">The U.S. cement industry as well as many overseas firms such as Holcim, Lafarge, Germany's Heidelberg Cement, Italcementi, Cemex and Japan's Taiheiyo Cement, which own 80% of U.S. cement plants, will have to face the consequences. </p>

<p align="left"><b>Maxim Integrated Products </b>(<a href="void(0)">MXIM</a>) is an OEM of semiconductor analog and mixed signal ICs. March quarter results were short of consensus estimates, although they were in-line with management's own expectations. </p>
<p align="left">Forward guidance is for a revenue increase of 3-12% in the June quarter. Order rates started picking up in three of the four end markets, and the fourth market is expected to see increase in Q4. </p>
<p align="left">We are reiterating our Buy rating on MXIM shares, given recent market share gains, healthy product pipeline, diversity in the company's markets, strong cash generating capabilities and cheap valuation. </p>
<p align="left"><b>Bear of the Day:</b> </p>
<p align="left"><b>Sonic Innovations </b>(<a href="void(0)">SNCI</a>) announced that its shareholders at the annual shareholder meeting approved a name change of the company to Otix Global, Inc, where Otix Global is to become the parent company of Sonic Innovations. SNCI filed with the Securities and Exchange Commission its Form 10-Q for the quarterly period ended March 31, 2009. </p>
<p align="left">Revenue from SNCI's German subsidiary is at risk of declining from unsuccessful attempts at renegotiating insurance contracts that is required as a result of new legislation passed by the Federal Council of Germany in Nov. 2008 that became effective April 1, 2009. </p>
<p align="left">Our price target of $0.80 per share is based on a price-to-sales multiple of roughly 0.3x our FY09 sales estimate. </p>

<p align="left"><i>Refiners Lose Out in Cap &#38; Trade </i></p>
<p align="left">While there are many important changes that this 946-page tome is aiming to bring about, we are focusing here on one central part of the proposed legislation -- the Cap &#38; Trade regime. The bill creates winners and losers among different energy producing and consuming sectors through its initial free awards of emission permits. </p>
<p align="left">Approximately 85% of the permits are doled out for free, with the rest auctioned off. According to a preliminary estimate by the EPA, a permit to emit one ton of carbon dioxide or equivalent will be worth $11-$15 in 2012, with the value of all permits at around $60 billion in 2012. By the 2025, the value would be higher, according to EPA estimates, rising to $22-$28, with the total value at around $113 billion. </p>
<p align="left">Oil producers and refiners, such as <b>Valero </b>(<a href="void(0)">VLO</a>), <b>Tesoro </b>(<a href="void(0)">TSO</a>) and <b>ConocoPhillips </b>(<a href="void(0)">COP</a>) are clearly on the losing side, having been allocated a very small portion of the permits (2%). This forces them to purchase permits on their own account. Electric utilities and other consuming industries such as steel, cement and paper manufacturers benefiting from the giveaways. </p>

		<description><![CDATA[<br />The House Energy and Commerce committee passed the American Clean Energy Security Act (H.R.2454), also known as the Waxman-Markey bill, on May 21. The bill is expected to be considered by other House committees in the coming days and is reportedly on a fast track for a vote in the full House before the July 4 recess.
<p>While there are many important changes that this 946-page tome is aiming to bring about, we are focusing here on one central part of the proposed legislation -- the Cap &#38; Trade regime. The bill creates winners and losers among different energy producing and consuming sectors through its initial free awards of emission permits.</p>
<p>Approximately 85% of the permits are doled out for free, with the rest auctioned off. According to a preliminary estimate by the EPA, a permit to emit one ton of carbon dioxide or equivalent will be worth $11-$15 in 2012, with the value of all permits at around $60 billion in 2012. By the 2025, the value would be higher, according to EPA estimates, rising to $22-$28, with the total value at around $113 billion.</p>
<p>Oil producers and refiners, such as <span style="font-weight: bold;">Valero</span> (<a href="http://www.zacks.com/stock/quote/vlo">VLO</a>), <span style="font-weight: bold;">Tesoro</span> (<a href="http://www.zacks.com/stock/quote/tso">TSO</a>) and <span style="font-weight: bold;">ConocoPhillips</span> (<a href="http://www.zacks.com/stock/quote/cop">COP</a>) are clearly on the losing side, having been allocated a very small portion of the permits (2%). This forces them to purchase permits on their own account. Electric utilities and other consuming industries such as steel, cement and paper manufacturers benefiting from the giveaways.</p>
<p>Here are the salient features of the Cap &#38; Trade system as proposed in the bill:</p>
<ul>
<li> Starting in 2012, industries would be required to reduce their emissions to specific targets through the middle of the century. The cap-and-trade system comes completely into force by 2016.</li>
<li> The bill aims to cut emissions by 17% below the 2005 level by 2020 and 42% by 2030. By 2050, emissions are expected to drop by 80% below the 2005 level.</li>
<li> The bill requires companies to buy permits to be allowed to emit carbon dioxide and other polluting gases. If a company cuts its emissions by more than the statutory limit, then it can sell the extra permits. Conversely, a company needing extra permits can purchase those.</li>

		<description><![CDATA[<br /><span style="font-weight: bold;">Tetra Tech, Inc. </span>(<a href="http://www.zacks.com/stock/quote/ttek">TTEK</a>) had predicted that Q2-09 EPS would be in the range of 24¢ to 26¢; the precise, actual number was 31.6¢, which included 5.5¢ from the impact of an IRS tax settlement, which, if excluded from the results, brings the remainder down to 26.1¢.<br /><br />Such accuracy is indeed commendable -- and especially noteworthy -- for a hi-tech company the ilk of TTEK. However, on a slightly less-accurate basis, 26¢ is but 13.0% higher than the 23¢ reported in Q2-08. In Q1-09, EPS were up 22.7%. Consequently, a bit of slowing can be detected in these numbers, part of which can be attributed to the recent Wardrop acquisition. However, if we drill down further into the results, we find that there are other similar indicators.<br /><br />Specifically, Q2-09 Revenues of $522.3 million were up by 13.2%, while Revenues in Q1-09 rose by 35.8%. If we look at Internal Revenues - that is, Total Revenues less Subcontractor Costs - they were up by 15.6% in Q2-09 to $332.2 million; in Q1-09, they were up by 19.1%. There definitely is some slowing in Revenue growth so far this year.<br /><br />But fear not -- ARRA is coming to the rescue!<br /><br />You remember ARRA: the American Recovery and Reinvestment Act of 2009 -- which I have dubbed the "Obama 787 Rescue Package" -- that is intended to stimulate the U.S. economy. It's on its way! In fact, I think I can hear the William Tell Overture playing in the background as I type.<br /><br />According to TTEK, $34.1 billion of ARRA's $787 billion is aimed directly at the Company's talents as follows: Water &#38; USACE (aka, the U.S. Army Corps of Engineers) = $13.2 billion; EPA &#38; DOE = $6.9 b billion; Alternative Energy &#38; Grid Improvement = $4.4 billion; and Other Federal (BRAC, Federal Buildings, DOD Retrofits) = $9.6 billion. It is anticipated that these efforts will be awarded to companies that already have similar contracts in process...of which TTEK is one. TTEK, in turn, estimates that it would be capable of handling some $8 billion-worth of the ARRA effort.<br /><br />Since its Backlog is currently $1.657 billion (which, incidentally, is down 6.3% from the first quarter of '09), an addition of that amount to the Backlog would be greatly appreciated and quite noticeable to investors. Incidentally, in case you didn't already know, BRAC is an acronym for the DoD's Base Closure &#38; Realignment Commission, which takes USACE-type activities to a higher level.<br />     <br />There were some other tidbits of information revealed during the Q2-09 conference call yesterday. The distribution of Internal Revenue was U.S. Federal (USAID &#38; DOE) = 47%, U.S. Commercial (Wind Energy, Water &#38; Environmental) = 30%, U.S. State &#38; Local = 15% and International (the Wardrop acquisition) = 8%; the Internal Revenue change of these categories was up 18%, down 3% (financing problems), up 5% and up 726% (aren't acquisitions wonderful?) respectfully (as we already know, the total was up by 15.6%, which rounds to 16%). TTEK's Q2-09 Portfolio of Services was balanced as follows: Study = 32%, Advise = 23%, Design = 19% and Build = 26%.<br /><br />We'll have more detailed information in our upcoming TTEK report. However, here are a few Balance Sheet and Cash Flow items. The Days in Accounts Receivable rose from 93 in Q2-08 to 98 in Q2-09, the relationship of Goodwill + Intangibles to Equity climbed from 48.5% to 58.8% (that acquisition again) and Long-Term Obligations Net of Cash to Equity  went from 8.1% to 10.4%. Cash Flow in the quarter this year was $13.1 million compared to $9.9 million last year.<br /><br />The Company intends to be net debt free by that the end of F/Y '09.<br /><br />Management's guidance: Q3-09 = Internal Revenue of $330 million to $350 million; EPS of 29¢ to 31¢; F/Y 2009 = Internal Revenue of $1.35 billion to $1.40 billion; EPS of $1.17 to $1.23. The agency is seeking public comments in response to an application last month by Growth Energy, an industry lobbying group headed by retired General Wesley Clark. The agency is required to decide the issue by December 1, 2009.<br /><br />Aside from ethanol producers such as <span style="font-weight: bold;">Pacific Ethanol </span>(<a href="http://www.zacks.com/stock/quote/peix">PEIX</a>) and <span style="font-weight: bold;">Archer Daniels Midland </span>(<a href="http://www.zacks.com/stock/quote/adm">ADM</a>) and the corn lobby, the issue is of immense significance to conventional oil refiners like<span style="font-weight: bold;"> ConocoPhillips</span> (<a href="http://www.zacks.com/stock/quote/cop">COP</a>) and <span style="font-weight: bold;">Valero</span> (<a href="http://www.zacks.com/stock/quote/vlo">VLO</a>) and automobile manufacturers.<br /><br />The ethanol producers have been hit hard by a combination of supply-demand imbalance and credit market turmoil. High corn prices -- their primary feedstock -- have not helped their prospects much, either. As a result, a number of ethanol producers have gone bust. VeraSun Energy and Aventine Renewable Energy, two major ethanol producers, are already under Chapter 11 protection, and Pacific Ethanol appears to be headed that way as well. An increased ethanol mandate will increase the demand side of the equation overnight and help improve producers' prospects.<br /><br />Arrayed against this move would be automakers, many of whose current and older models are not equipped to handle ethanol concentrations in excess of 10%. Fuel blends with ethanol concentrations greater than 10% could damage the automobile's fuel lines and other parts. At issue would be automakers' liability for future problems to cars as a result of increased ethanol in fuel blends.<br /><br />Another group affected by the increased ethanol usage would be conventional oil refiners. Already faced with weak demand due to the massive job losses in the economy, increased ethanol blending requirements will displace even more oil and weigh on utilization levels. While the automakers will most likely get some sort of exemption from the government in case the requirement is increased, oil refiners will have to live with the reduced call on their capacity.<br /><br />With the current national narrative in favor of green/renewable energy and the powerful corn lobby on its side, we have a lot of confidence in the success of the Gen.Clark-led effort.

Based upon this projection, this stock is reasonably priced, but trading at a premium to the overall market with a forward P/E multiple of 15X.

<b>Fourth-Quarter Results</b> 
</p><p ALIGN="left">
Scotts fourth-quarter results, reported in late October, were solid.
Revenue was up 7% from last year to $544.2 million. One-time items hurt income, coming in at a loss of $34.7 million, an improvement from last year's loss of $40.3 million. This produced a loss of 54 cents.

<b>Regulatory Issues Resolved </b>
</p><p ALIGN="left">
The company said that its results were effected by a $10.3 loss on registration and recall costs and a one-time $13.5 million charge related to a write-down in the value of the company's investment subsidiary Smith &#38; Hawkins. 
</p><p ALIGN="left">
Scott ran into problems this year when the U.S. Environmental Protection Agency discovered that some of the company's pesticides hadn't been properly registered. With this calamity now behind the Scotts, the company anticipates moving back into profitability in 2009.

Full-year revenue came in at $2.98 billion, a 4% jump from the previous year.

PSo was it Obama yesterday? Was it his words that sent the US dollar chugging higher? Did stocks rally sharply on Friday in anticipation of Obama?/P
PSo it goes, Obama’s newest proposal to drag the US economy out of the ditch it’s in went above and beyond the plans he’d been expected to unroll. The larger-than- anticipated amount of “stimulus” taking the form of tax cuts seemed to have caught many off their guard. /P
POf course, he’s still got big plans for creating new jobs, etc. And this is said to be causing the US dollar and US stock markets to rally because, hey, recovery is now right around the corner ... right?/P

PI’m in agreement that recovery will be a boon to the US dollar’s performance this year. Now, I don’t think we’re at a point when recovery is so close we can taste it. But I do think the growth differential between the US and competing economies will eventually improve for the buck as the US becomes the first to lift its head and creep out of the muck./P
PCould this potential have started the dollar off on the right foot this week? Sure./P
PBut what about stocks? I wonder if it’s not too soon to start thinking a recovery 6-12 months (or more) down the road is good enough to drive share prices higher. Sure, I’m a believer that markets tend to lead major economic turning points. But you’ve got to think it’ll still be a while before the earnings and employment picture even stabilizes.brThere’s been a pretty serious negative correlation between the US dollar and stocks (risk-taking assets.) The US dollar can rally NOW because foreign exchange trading is a relative game -- the fundamentals of one currency versus the fundamentals of another./P
PWith stocks though, there’s not really a lesser-of-two-evils ... the relative game idea doesn’t really apply when we’re talking about companies within a single economy. Of course some companies are better off than others during in this environment, but when the current is moving heavily in one direction it doesn’t make a whole lot of sense trying to fight it./P

My best guess would be “No, not yet.” I believe the US dollar will test its November 2008 high in the next month or two. If stocks don’t roll over to test their November 2008 lows simultaneously or soon thereafter (or vice versa and I’m completely wrong), then it may very well be time to jettison risk-aversion theme and put all the chips on a US recovery./P
POf course, by the end of this month Obama won’t just be a President-Elect anymore. Things could change quickly at that point – for better or for worse./P

According to Russia's <a href="http://www.guardian.co.uk/world/2008/aug/28/russia.georgia2">antiquated</a> power politics reasoning for the war in Georgia, the United States should have the discretionary right to invade and occupy countries within its sphere of influence (such as Cuba and Venezuela) with little warning or consultation with the international community.  Thankfully that is not the case.  

The <a href="http://www.latimes.com/news/nationworld/world/la-fg-usrussia1-2008sep01,0,7817402.story">Los Angeles Times</a> has a new story about Russia-Cuba relations, which have once again deepened to the point of involving discussions of military and intelligence cooperation: <em> "Why go out on a limb for Putin?" asked Latell, who has written a book, "After Fidel," about Cuba's political transition. "I'm not sure I can discern why the Cubans would want to get themselves wrapped around these great power issues."

Latell added, though, that he was ready to believe that the Cubans would cooperate on intelligence and would resume limited military contacts, such as refueling of aircraft.</em>

I also came across a new profile of Sechin published on <a href="http://www.hiidunia.org/2008/08/russias-mr-big-profile-of-igor-sechin.html">Hii Dunia</a>, retelling a very familiar story:  <em>The trial of Khodorkovsky, as is clear from Valerii Paniushkinâ€™s book, was a parody of justice. The imprisonment of the tycoon inaugurated a new era of large-scale transfer of assets into public ownership. Sechin became Chairman of Rosneft in 2004 and Khodorkovsky was sentenced to jail the following year. Throughout Putinâ€™s presidency Sechin continued to serve as Putinâ€™s aide in the presidential administration. By 2007, Sechinâ€™s company, Rosneft, eventually acquired the bulk of Yukosâ€™s assets. Indeed, Khodorkovsky believes Sechin egged Putin on to destroy him and the company out of greed, though deference to his masterâ€™s wishes was probably just as powerful a motive. Incidentally, Sechinâ€™s daughter is married to the son of Vladimir Ustinov, the Russian prosecutor who was involved in the Yukos case.</em>]]></description>
