When FDR came into power, the WPA was the principal tool of his administration to turn the economy around (which had foundered then because investors borrowed money to buy stocks they couldn't afford, rather than homes, but the result was the same).<br /><br />"There are a lot of unemployed people from the construction industry that could be put to work in all manner of ways that would enhance the country's energy resources, as well as in rebuilding the country's infrastructure (such as the interstate highway system which was put into place during the Eisenhower era). <br /><br />"The possibilities for the E&#38;C [Engineering &#38; Construction] companies should not be scoffed at, since the only other thing that worked better than the WPA in turning the economy around back then was WWII. 		<description><![CDATA[<br />At the end of the third quarter of 2008, Airbus and <span style="bold;">The Boeing Company </span>(<a href="http://www.zacks.com/stock/quote/ba">BA</a>) reported a combined total of 7,534 aircraft in backlog and, at that time, they were delivering at an annualized rate of 752 aircraft. On that basis, it would take some 10 years to deliver all the aircraft on order. Of the stated backlog, 458 shipsets were for the Airbus A350 XWB and 895 were for the Boeing 787 -- neither of which is yet in production (787 deliveries may start before the next decade, while A350 deliveries should start by the middle of the next decade).<br /><br />Complicating matters is the ongoing machinists (IAM) strike against Boeing as well as the threat by that company's white-collar engineers and technical employees (who are members of SPEEA) to go on strike early in 2009, which could shut Boeing down entirely.  In addition, there is historical evidence that whenever Boeing comes out with a new aircraft type (such as the 787), the stocks of Boeing and its principal suppliers go into hibernation between the first announced order and the first successful delivery to an airline.<br /><br />Given this situation, a blanket endorsement of the stocks of Boeing's principal suppliers would be inappropriate at this time. However, whenever the first 787 delivery appears imminent (my guess is in about 12 months), the purchase of the shares of <span style="bold;">Hexcel Corporation </span>(<a href="http://www.zacks.com/stock/quote/hxl">HXL</a>), <span style="bold;">Ladish Co., Inc. </span>(<a href="http://www.zacks.com/stock/quote/ldsh">LDSH</a>), <span style="bold;">Moog Inc. </span>(<a href="http://www.zacks.com/stock/quote/mog.a">MOG.A</a>) and <span style="bold;">Precision Castparts Corp. </span>(<a href="http://www.zacks.com/stock/quote/pcp">PCP</a>) -- as well as BA -- would be in order.<br /><br />Presently, the Zacks quantitative model indicates that <span style="bold;">Curtiss-Wright Corp. </span>(<a href="http://www.zacks.com/stock/quote/cw">CW</a>) and <span style="bold;">Triumph Group, Inc.</span> (<a href="http://www.zacks.com/stock/quote/tgi">TGI</a>) are Buys.<br /><br />For the Defense industry, the budget requests and related expenditures for fiscal 2009 are: Dept. of Defense (DoD) = $651.2 billion; Dept. of Homeland Security (DoHS) = $50.5 billion; National Aeronautics and Space Administration (NASA) = $17.6 billion; Secret = $? The known requests total is $719.3 billion.<br /><br />How much of this amount is approved and which programs will be allowed to go forward will be the challenge for the next administration. However, the current Defense Secretary has voiced concern that we are preparing for the wrong types of engagements and therefore must reorder our priorities. Consequently, there may be some companies that are relatively unheralded within the defense establishment that could receive significant military work (some examples would be <span style="bold;">Oshkosh Corporation</span> {<a href="http://www.zacks.com/stock/quote/osk">OSK</a>} and <span style="bold;">Navistar International Corp.</span> {<a href="http://www.zacks.com/stock/quote/nav">NAV</a>}).<br /><br />While these are significant budget requests, a few programs are edging closer to termination (e.g., the C-17 and the F-22) even as older existing equipment experiences catastrophic failures (which led to the grounding of many F-15s and some A-10s). We note that it's a historical reality that, after every major skirmish since WWII (i.e., Korea and Viet Nam), the country's direction with respect to defense spending has been altered.  Whatever the new path might be, it will take time to figure it all out.<br /><br />While almost all the major defense contractors will probably continue to receive their share of contract awards, <span style="bold;">Esterline Technologies Corporation </span>(<a href="http://www.zacks.com/stock/quote/esl">ESL</a>) -- an often-overlooked supplier -- is currently a Buy.  <br /><br />Finally, in Engineering &#38; Construction (E&#38;C), the demand for energy -- be it derived from fossil fuel, nuclear, solar, wind, water, and/or other sources -- continues to grow during bad times and good. When FDR came into power, the WPA was the principal tool of his administration to turn the economy around (which had floundered then because investors borrowed money to buy stocks they couldn't afford, rather than homes, but the result was the same).<br /><br />There are a lot of unemployed people from the construction industry that could be put to work in all manner of ways that would enhance the country's energy resources as well as in rebuilding the country's infrastructure (such as the interstate highway system which was put into place during the Eisenhower era). In case you missed the memo, the narrative for this week is all about Moscow flirting with the idea of ditching the West altogether and substituting relations with Asia. The point is to make the EU think twice before delaying talks for the partnership agreement, because Russia might just decide the dependency is no longer mutual, and that they will send all their business and energy resources over to China.  Never mind that it is an empty threat.

For example, yesterday and today we see Putin hitting the press circuit <a href="http://www.themoscowtimes.com/article/600/42/370601.htm">boasting</a> Russia's economic ties with China and his desire to deepen them, Italian PM Silvio Berlusconi (a <a href="http://www.robertamsterdam.com/2008/04/putin_has_a_new_old_friend_in.htm">longtime</a> Kremlin friend) warned that Europe should do nothing in response to Russia <a href="http://en.rian.ru/world/20080901/116439391.html">for fear</a> of sending them into Asia's arms, while at the same time Russia <a href="http://www.iht.com/articles/ap/2008/09/01/business/EU-Russia-Gazprom-Pipeline.php">conspicuously decides</a> to carry out "repairs" on the Yamal pipeline (cutting Europe's gas as a reminder) and calls for "<a href="http://www.redorbit.com/news/business/1540012/putin_orders_faster_construction_of_espo_pipeline/">faster construction</a>" of the terminally delayed East Siberia-Pacific Ocean (ESPO) pipeline to China.
